Earlier this week, at a "National
Stakeholders Engagement" with UCIS Director, Alejandro N.
Mayorkas, a couple of pieces of EB-5 related information was provided:
First, the Director announced that he has appointed Robert H.
Cox as Interim Chief of Immigrant Investor Programs to Oversee the
establishment of the DC Program Office in the coming months. Mr. Cox had
been working on the Entrepreneurs in
Residence (EIR) Initiative with USCIS most recently. A
short bio from the USCIS reads as follows:

Robert H. Cox
is an Associate Counsel in the Adjudications Law Division for the USCIS Office
of the Chief Counsel in Washington, DC. Prior to joining USCIS in August
2010, Robert worked in private practice specializing in employment based
immigration law. Robert received his Juris Doctorate Cum Laude from Wayne
State University Law School in Detroit, Michigan and his Bachelor’s degree with
Honors from Michigan State University.
Second, the Director stated that the comprehensive
EB-5 adjudications guidance memorandum that has been shelved in draft form for
over a year now will soon be distributed again with new
revisions - likely with one last call for comment from the public. IIUSA
will be monitoring this closely, eager to see this memorandum finalized and
implemented as soon as possible.
On a more macro-level, the
focus of the National Engagement with the Director was the comprehensive
policy manual that just had its first volume published by USCIS
- which will supplant the Adjudicators Field Manual once the manual has been
fully implemented. The manual was described by the Director as the first
of many iterations of the manual, and the result of a comprehensive, multi-year
review of all agency policies.
